India's "all necessary measures" line is so carefully diplomatic

Delivery driver from India, I follow this closely because of Pakistan being in the pact. Our foreign ministry said on August 11 New Delhi is examining it and will take "all necessary measures" to protect interests.

Everyone here reads that as worried but not panicking. But honestly, is it not a bit late to just be examining? The talks took one year. Somebody must have known.
