Venice charging day-trippers to enter: fair or a bad idea?

I have a small shop in Treviso, not far from Venice, and this topic comes up with customers all the time. Venice started charging day visitors an entry fee on some busy days, and opinions here are very divided.

On one side, the city has fewer and fewer residents and on some days it feels like a theme park. Something had to be done, and big cruise ships were already a problem for years.

On the other side, a few euros does not stop anyone who already paid for a flight. It mostly feels like a ticket to a museum, which is exactly what people who live there do not want Venice to become.

I honestly see both sides. Is there a city that solved overtourism well? Dubrovnik, Barcelona, Kyoto? What would you do?
