Assam toll goes 41 to 61 in a few days. why are flood numbers always this messy?

Not a criticism of anyone reporting, just trying to understand. The GONOM post had Al Jazeera at 40+ with up to 80 missing, Euronews at 41, WAM at 61. Al Jazeera said 11 districts, WAM said nine.

As an engineer I'm used to numbers that hold still. Is this just how disaster reporting works in the first days?
