why can UK government just take British Steel? (genuine question)

I read the GONOM post. Parliament passed a law and now British Steel is public owned. Chinese owner Jingye maybe get compensation, maybe not, independent valuer decide.

In Korea this would be very big shock. Is it normal in UK? I am not trying to be political, I just dont understand how it works legally.
