Small apartment, no balcony. How do you dry laundry in winter?

My daughter just moved into a small one-room apartment in Sapporo for her first job. No balcony, and winter there is long and very cold. She is drying everything on a rack in the same room she sleeps in and the window is wet every morning.

She doesn't want a dryer because of the electricity cost, and honestly there is no space for one either.

What do people in cold or humid places do? I am thinking a small dehumidifier might be better than anything, but I would love to hear from people who actually live like this. I worry about mould more than I worry about the clothes.
