why does every bridge or rail project turn into a political football?

Civil engineer, UK. Genuine question for everyone: in your country, do big infrastructure projects get dragged into party fights too?

Here a project gets planned under one government, costed under the next, half cancelled by the third. Is that a UK thing or does everyone do this? Does anyone actually have a system that works across elections?
