Trump ending methane rules: some basic questions about methane

I read the GONOM post about the methane rules. I want to understand better, so I put the Guardian article here and some questions.

Why is methane called a 'powerful' planet-warming gas? More than CO2? Where does the leak happen, in the well or the pipe? And Trump says $45bn savings and 210m barrels of oil. Is this possible to check?

In Brazil we talk more about methane from cows, so for me oil and gas methane is new.
