Bank of Japan at 1%, governor in hospital, and nobody blinked?

reading this one and I have questions. The BoJ raised rates to 1%, highest since 1995, while governor Ueda was in hospital. First policy meeting without a governor since 2010. Deputy Governor Himino presided.

is that... normal? like do markets care who's in the chair as long as the decision is clear? and 1% being a 31-year high is wild to me as an american. what does 1% actually feel like for people in Japan, does it hit mortgages there?
