Siri AI not coming to the EU: does changing region actually work?

Living in Spain, so the headline for me from the WWDC post is that Siri AI won't be available on iPhone or iPad in the EU at launch, because of the Digital Markets Act. China is excluded too.

I know some people already change their Apple account region to get features early. Has anyone done this before for other features? Does it break things like payments or the app store? I'm not desperate for it, I'm mostly curious, and also a bit annoyed that Europe always seems to be the last to get things.
