halo on PS5 but gears stays xbox. what is the actual strategy?

Trying to make sense of the Xbox Games Showcase. Halo: Campaign Evolved is dated for 28 July and also coming to PS5, but T3 says Gears of War: E-Day stays Xbox-exclusive on console, and Clockwork Revolution won't come to PlayStation either.

I can see both sides. Releasing Halo on PS5 reaches more players and more sales. But keeping some exclusives gives people a reason to own an Xbox. Maybe the plan is case by case rather than one rule.

Does this make sense to you, or does it just confuse buyers?
