Kolkata crush: what crowd safety guidance usually recommends for organisers

Following up on the earlier crowd density post. I spent an evening reading general crowd safety guidance that's used for large events. Not specific to India or to this pavilion, and I'm an accountant not a safety engineer, so take this as a layperson's summary.

Plan for the worst weather, not the forecast. In the reports, a sudden downpour sent people looking for shelter. Guidance generally says to plan for where people will go if it rains, not assume they'll stay put.

Control entry, not just exit. If the lanes around a venue are narrow, the number allowed in has to be counted and limited.

Clear announcements. One report describes an announcement causing confusion. Guidance stresses short, calm, repeated instructions, ideally by trained staff who can see the crowd.

Someone in charge. One person with the authority to stop entry when it gets too dense.

None of this brings anyone back. But it's what the families will reasonably ask about.
