how does a bus even end up stopped ON the tracks at a red light??

reading the Bangkok post. the deputy minister says the bus stopped on the tracks at a red light so the barriers couldn't close. ok but... why is there a red traffic light placed where you have to wait on the rails?

I play driving games for work and even the worst level design doesn't do this. is it like this in other cities too? seriously asking, not trolling
