Penalty shootouts are a lottery. Stop pretending its skill

Every time a team loses on penalties the pundits say 'they practised, they had a plan'. Ok. Then they win and it is 'nerves of steel'.

For me it is mostly luck. 120 minutes of football and then a coin flip with extra steps.

Better idea: corners count, or more extra time with less players. Anything.
