Why does every city have the same 'smart city' brochure?

I work in government, so I have read many of these strategy documents. Smart sensors, apps for everything, a dashboard, a picture of a woman smiling at a tablet in a park.

Meanwhile the drainage still floods every rainy season.

Am I being too cynical, or do some of these projects actually help? Has your city done a 'smart' thing that genuinely made life better?
