denmark: 21.9% and still the biggest party?? coalition math is wild

coming from Korea where it's mostly two big parties, this blows my mind. Frederiksen's party dropped a lot but still first, and now the Moderates with only 14 seats decide everything?

can someone explain how they actually form government from here. who goes first
