The covid care report is 287 pages. Will anyone in charge read past the summary?

I'll be honest, I'm skeptical. These reports come out, there is a day of headlines, ministers say they will respond “in due course”, and then the next crisis arrives. Italy had its own care home tragedies in 2020 and I can't remember much real change.

Hope I'm wrong. The recommendations are reasonable. But a report only matters if someone is held to it.
