GTA 6 launch trailer: is Lucia on parole? Trying to read the clues fairly

Eurogamer spotted what looks like an ankle tag on Lucia, hinting she might be on parole. The Verge, on the other hand, said the trailer "doesn't reveal much new".

I can see both readings. It's 90 seconds, and Rockstar trailers are cut to make you speculate. But the ankle tag would fit the "deck is stacked against them" line. What do people think, real story hint or just a visual detail?
