Bangkok, Taipei, Manila: are Asian megacities ready for this kind of rain?

Watching the Bangkok floods from Taipei. We have typhoons every year, so drainage is something people here talk about a lot. But 300mm over three days, would any city cope?

I want to hear from people in other big Asian cities. What works where you live? What doesn't? Is anyone building something new?
