What the UK family seating plan actually covers, in plain terms

Since a few people asked, here's what the news post says the plan includes:

Children under 14 must be seated next to a parent or accompanying adult for free. Passengers won't pay to fix a mistake in the name on a booking. Ministers want it in place before next year's summer holidays, using the civil aviation bill. The US proposed a similar ban back in 2024. What's not known yet is the exact start date.
