Bangkok's all-50-districts disaster call: smart move or overreaction?

Some people online are calling it panic, declaring the whole city when the east was hit hardest. Others say it's the only way to get help moving fast.

From where I'm sitting, I'd rather a government overreact on paper than underreact in real life. But I'm curious what people who know Thai politics think.
