Do economic sanctions ever actually work?

Every crisis, the answer from rich countries is sanctions. Then years later the government is still there, and ordinary people paid the price.

I am not defending any regime. I am asking if anyone can show me a case where sanctions changed the behaviour they wanted to change. South Africa maybe? What else?
