Why didn't VAR see Enzo Fernandez reaching for the ball?

Haaland was onside. OK. But Enzo Fernandez was offside and tried to play the ball in front of Martinez. Pro Ref admits it, says VAR "did not recognise the likely impact".

Webb says "tunnel vision". But the whole job of VAR is to see more than the referee. How does this happen with all the cameras? And City already down to 10 after Foden red. Big error.
