electrician here. how do island grids recover from something like Lowell?

On the mainland when a storm takes out a big area, crews come in from neighbouring states and the grid can pull power from elsewhere. An island can't really do that.

Anyone know how places like Kauai handle it? Stockpiled poles and cable, mutual aid by ship? Just professionally curious, and hoping the line crews over there are getting some rest.
