can someone explain why Kazakhstan turnout jumped from 54% to 74%?

The news post says final turnout was 74.08%, up from 54.19% in 2023. That's a huge jump! Is that because of the new single-chamber Kurultai? A new party? More pressure to vote?

Genuinely asking, I don't know much about Kazakhstan beyond the basics.
