2.51% voted "against all" in Kazakhstan. I want this option

From news post: Kazakhstan election had option "against all". 2.51% chose it.

In my country we have NOTA, none of the above. Interesting to compare. Turnout there was 74.08%, very high. Which country you know have this option?
